Working definition document (v0.1) establishing what counts as a 'harm' and an 'incident' in the Digital Harms Tracker, drawing on Shelby et al. (2023), Citron & Solove (2022), the OECD AI incident framework, the WEF Typology of Online Harms, and the EU Digital Services Act. Defines the three-part incident test, six dimensions of harm impact, platform mechanism taxonomy, and the architectural rationale for how societal harms emerge from database structure rather than individual records.
